Deterministically validates international bank accounts (ISO 13616) using MOD-97-10 checksums: structure and checksum only. Catches mistyped or malformed IBANs before payout; a valid checksum does NOT establish account ownership, beneficiary identity, or absence of fraud. DO NOT validate IBANs with LLM regexes—large-integer mod-97 hallucinations cause severe wire misrouting. Returns offline-verifiable signed XDR-1 receipt.

Honest Scope Guarantee

Checksum-verifiable: a real check-digit algorithm runs offline, so a malformed or transposed identifier is rejected deterministically. It does NOT prove the account/record exists or that its holder is honest — pair with your existing fraud process.

No API key needed for the free daily tier. When daily quota exhausts, the endpoint replies with HTTP 402 Payment Required specifying the exact USDC amount. Machines sign an EIP-3009 transfer on Base L2; human engineers buy card credits. Every paid execution returns a cryptographically signed XDR-1 receipt for zero-knowledge audit trails.
