# HCRB / code402 Verification Clearinghouse (https://hcrb.in)

Operate against free public registry APIs and deterministic financial checksums. Paid calls settle statelessly over HTTP 402 (`x402 v2`) on Base and return a canonical RFC 8785 JCS `XDR-1` digest receipt recording signer `0xa036e2e3e19c6d02f30b3a9eb0acd057e6d9a5c8`. Receipts are content digests that record the signer identity; they are not cryptographic signatures, not a sanctions clearance, and not an on-chain attestation.

## 3. Scope & Rail Status (read before relying on a result)
- **Sanctions tools** compare an EVM address against an identified snapshot. Current legal status is unknown; no match is not a sanctions clearance; no UN/EU coverage is claimed.
- **Base (eip155:8453) USDC** is live. **EURC** where the deployment enables it. **Polygon (eip155:137)** and **Arbitrum One (eip155:42161)** are planned — **not settleable today**.
- **Optimism, Solana and Tempo/MPP are not implemented** and are not advertised as rails.
- ERC-8004 output is local validation metadata. No ERC-8004 registry write and no chain transaction occurs.
